'Obliged' does not necessarily mean 'indebted'. When one is 'obliged' to do something, for example, one has no other choice. It's not then a question of 'debt. You should get a better dictionary, an English one preferably.

Collins English/ Italian would be a good start: oblige - obbligare. To feel obliged to do something- sentirsi in dovere di fare qc.

'They're obliged to start somewhere', è un referimeno al 'governo palestinese' che è già abbastanza riluttante di stabilire uno Stato di Palestina. Ma forse non sei abbastanza dotato in materia grigia per aver ben capito. Manifestamente hai anche bisogno di una lezione inglese.
